The press: "I'm confused? So Indianapolis , Indiana pays for their one-way trip? What is going to stop them from jUSt coming back to Indiana to live again?
Assistant Prosecutor: Great question! It's called motivation! What we have found. That people especially criminals want to live! But, they don't want to live in a civilized society! What other environment will get the criminal to be productive! Studies have shown that motivation comes in the satisfaction of living! Well, the criminal cannot live in Indianapolis proper obviously? What we have done is given them a second chance so to speak! An alternative to make a better life! Some satisfactory living environment of their choosing! Not ours! Though their heinous crimes go unrecognized by the state of Indiana as long as the criminals sign the "Contract of Abdication"!
The press: "So what you're saying is that you give them a choice in penances?!
Assistant Prosecutor: "Exactly! We have studied, that is the only way to make a criminal accountable!? For the criminal to have a right to their doom?! Or, if they choose, a better life than before their inevitable lifelong or close to it, incarceration."...
