Then they had decided, given thah terrain, population density, murder to effort ratios...were where they would place other DEWs for maximum, "Depopulation Efforts".
This is what it had came down to.

The vaccines kind of did the job. But people weren't dying off quick enough. Hell of a plan, but falling majorly short of the projected death quotas in various countries....
